Keybrd lights show pwr but no fan........

New atx pwer supply. flick the pwr/supply switch and keybrd lights come on/off. Flick main case switch and.....well nada. Am I correct in thinking the board is getting power but the pwersupply wont kick on. DeadBattery? dead board? Irregardless of a dead board shouldnt my pwer/supply come to life? thanks for the help all.
