I use this one by Microsoft. Its about half way down the page called "Internet Explorer 5 Toolbar Wallpaper" You can make your own .bmp images and put them in the C/windows folder then use them as custom toolbar wallpaper. http://www.microsoft.com/windows/ie/webaccess/default.asp
I saw the hotbar thing a couple months ago, but was put off on the fact that you couldn't browse the site or read more without downloading the program.

You can roll your own too: go to regedit, then to the following value
\HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar
add a "String Value" called "BackBitmap" (without the quotes)
For the Value of this string put the path to the file you want to use such as
Value= C:\Windows\Tiles.bmp

yeah. i do the same thing, under. i just was looking around on RegeEdit.com (http://www.regedit.com) and saw that. so i put in this beautiful (black & white) pic of some clouds.
my dad thinks it's hard to read, but i just think it's gorgeous. i wish more people knew how to "skin" their browsers in this way instead of downloading something that's pretty stupid anyway.
just my $0.02!
