Hello,
i have a Pentium 2 400mhz and an Intel 440BX motherboard. I've heard ruours that this m/b is unable to overclock? is this true? if so can you suggest another way i can overclock??

Intel does not like overclocking, so you won't find their boards to be supportive of that. Their processors are clock-locked for that reason too.
Abit, Soyo, Asus and others are much better for that purpose.Due to the clock-locking, you must change the front side bus (fsb) speed.
You might wish to check in the User Reviews for slot 1 boards to consider.
