Capacitance Problem?

Sometimes my hard drive on EIDE1 will not spin up. This occurs I believe when I have my printer plugged into the parallel port. If I unplug the printer from the parallel port, it will not spin up when I initially turn the computer on. But if I wait for awhile, like a few hours I think, the hard disk will spin up w/o the printer connected to the parallel port.

Sounds like a short/ground or capacitance problem between my M/B and chassis?
