When Windows starts up, your screen should go black and then snap back into windows (at least mine does). When it does this, it is changing the hardware settings. If your system does not do this at bootup, your system is not configured to overclock on startup. Make sure your hardware options in the advanced settings for your video card has the "apply these settings on startup" box checked (if you are using coolbits).
