Monitor in safe mode

My brother just put together a new system with Abit Kt7a -raid mobo, asus v7700 pure geforce 2 videocard. Everytime he shuts down the pc and turns off the monitor afterwards, the next time (not to long after the shutdown) he turns on the pc there's a message that the monitor is in safe mode and it refuses to turn on. He then has to reset the pc, start in safe mode and then finally restart via windows before everthing works normal again.

If he turns the pc back on after a longer period this happens only occasionally. Hope somebody can help.
