If they do, how does one enable it? Do you use a splitter cable for dual monitor support, or does the card have two physical outputs (I would suspect this is the case).

No, they don't all support TwinView. They must come from the mfg. equipped with the secondary RAMDAC and output, like this one:

i read somewhere in a review that geforce2mx's dont use a second ramdac. they use some other means for the the 2 monitor support. matrox however does use the second ramdac.

You read incorrectly. The MX Twinview has to have a secondary RAMDAC.

i guess i had it mixed up. matrox must use a different means of 2 monitor support, and the geforce2mx uses 2 RAMDACs

I don't know about GF2MX, but the G400 has one 360MHz RAMDAC and one 230MHz RAMDAC
which limits refresh rate at high res if both are used, somehow. Hell, i dont know, im not big on Matrox. I prefer Nvidia, best drivers. if this is a decision between a g400 and a geforce2mx i would check out this review. http://www.tomshardware.com/graphic/01q1/010206/index.html
it compares the two.

You are incorrect. The G400 has a 300Mhz RAMDAC, and a TVO chip that will output to monitor as well, it's not really a RAMDAC. The G400 Max is the same but has a 360Mhz RAMDAC. The Maven TVO on the G400 is roughly equivalent to a 170Mhz RAMDAC though.

Now, the G450 has a 360Mhz primary RAMDAC, and the secondary RAMDAC, which is also integrated on the core, runs at 230Mhz, and can output to TV. It's a bit different from the G400.

-Two digital flat panels
-Two RGB monitors (with second RAMDAC)
-Two analog flat panels
-Digital flat panel + analog flat panel
-Digital flat panel + RGB monitor
-Digital flat panel + TV
-RGB monitor + TV
-RGB monitor + analog flat panel (with second RAMDAC)
-Analog flat panel + TV
