I mean AGP 4X and 32MB GTSII's there all the same right (except for t.v out)? If there not, which brand is better? Ex. Leadtek,Elsa...etc.

The cards are all pretty much the same yes. The fastest are the Hercules Prophet II and the Elsa Galdiac I believe, although the Gladiac is the better o'clocker if your into that. GTS stands for GigaTexal Shading, its what they call at GII cards

Also, is GTS just what they call GeForce 2 cards, or does this indicate cut down performance/functionality etc?

The benchmarks are very close, and since they run the same clock speed at default, and use the same memory, all GFII cards will run the same speed, excepting some pathing on the curcuit board which may make a small difference in speed. According to the last review I saw, The Leadtek was the fastest, by a hair.
What differs between the different ones are usually software that comes with it, and things like TVout, Amount of memory, heatsinks used, etc.
The Hercules uses heatsinks on the RAM while the Leadtek uses a huge sink on the core.
If you ripped off all the TVouts and Heatsinks, off any given GF2GTS, youll get essentially the same card.
