I have a abit vt6x4 motherboard with a p2-300
and a tnt-2 with support for agp-x4 but the quake 3 timedemo is no faster with x4 over x2
should it be faster with x4 on?

agp 4x is still pretty useless, it gives maybe a 1-2 fps boost, maybe as games grow more advanced it will become more useful.

As mad hampster said, games these days just don't push enough textures to even exceed AGP 1X bandwidth. And if they do, it's not by much. That's why when the first AMD chipset mobo's were having problems with AGP 2X and some video cards, you didn't see any performance loss dropping to AGP 1X for compatibility. So you that's why you didn't see any difference. There's really no use for AGP 4X right now or in the next year most likely.

AGP 2x and 4x are starting to be utilized more now that Nvidia and 3dfx have there new cards out. From what I can tell though the only difference between the 2x and 4x for the cards is for FSAA. They both are considerably better at 4x then 2x.
