Someone game me a 20 pack of Verbatim CD-R but they are 8X and my CD Writer copies at 4X. The CD-R's only say 8x and i just wanted to know if they will work at a slower speed(4x). Will it work??????

They should...8x is the fastest you can burn them...usually it means from 1 to 8x...

Should be OK, all CD-R's I've had were rated at their maximum speed.
