8meg Diamond Speedstar A200, worth $38?

I have a Toshiba 1212 6x DVD player. Software decoded (PowerDVD) quality is good, however, it's my understanding that the A200 has hardware accelerated DVD features and supports OpenGL/Direct3D. I'm mostly satisfied with the gaming performance of my existing setup (640x480 on a 14" monitor). Can this card replace my existing setup and be better for me in all areas? If so, it's gotta be worth $38.
Existing setup:
FIC VA-503+ w/ K6-2-350
64meg EDO RAM
AGP Trio3D (4meg)
Diamond Monster (4meg Voodoo1)
