How much should I pay?

I found this on ebay and was wondering if anyone could tell me what a good offer to make would be.

RETAIL BOXED! Socket 370 Intel Celeron 366Mhz processor. This chip has been barely used and untested for overclocking. Has all orginal packaging and warranty. Comes with Socket 370 to Slot 1 converter. Buyer agrees to pay $10.00 shipping.

Doesn't say anything about a heatsink or fan, but retail CPUs come with them right?

I'm sure they do...I'd start around $50-60, hope that's a good figure, correct me if I'm wrong

Okay, I got it for $60.00 shipped. Is that a good price? Now, let's hope I can remember to turn the FSB down from 133 when I put it in in place of the P2-350 that's in there now?
