Just came across this article.
I couldn't remember all the details about it until I found this link again, but it explains why the boot system partition should not be greater than 7.8G, unless you have a system with an Extended Translation type of disk controller (such as SCSI or raid).

After copying I386 from the CD to the I386 dir I created, I ran command and typed: convert C: /fs:ntfs
I thought it would take quite awhile to convert. Was I surprised when it was done ±4 minutes later!

Thanks for the info BBA, I hope you don't mind my listening in. I found this curious statement at the link you supplied: "FAT is the actual limiting factor to a 4GB size. There is no way to create a FAT partition larger than 4GB." I don't think I agree with that. As I understand it FAT partitions (not FAT32) are limited to 2GB. But the rest of the information was useful.
CMonster, yes you can format a FAT-16 partition to 4G. NT will let you, and I see people do it all the time.
It does cause a problem when using DOS programs in dos, but not in NT. It is not a good idea to run like that either.
