When I choose Restart Computer from the Shut Down... window, the computer shuts down and power down instead of rebooting. This is especially annoying since I multi-boot Win95 and Win98. Is there something in the win.ini, system.ini, etc. that's not right?

disable your anti-viral programs and disable APM. in the power icon in control panel
