I've got a 17" Diamond View by mitsubishi (I don't know the model number) and am running Win98, at the moment the highest resolution windows will let me run is 1152x864.In the past I had a matrox video card and was configuring it through matrox power desk, I had it running in excess of 1600x1200 so I know my monitor can handle it.
I've tried downloading the lastest drivers for it but they don't give me any higher settings, the only time I got it to run higher was when windows didn't recognise it and it came up as "unknown monitor"
I know that my video card can handle up to at least 1600x1200 so I guess the problem is how the monitor is set up
Could someone tell me how to get these higher settings?

Try lowering your refresh rate.

Assuming your monitor supports plug-and-play I'd use this setting instead of any specific manufacturer settings (drivers).

In my experience the problem with being unable to set higher resoultions is often because the video card driver insists on running a ridiculously high refresh rate because the screen supposedly can handle it.

Enabling plug-and-play will ensure that the refresh rate is lowered enough to allow very high resolutions.
