My friend just bought a TV set and I noticed what looked like a PS/2 port on the back, it said, "S-video in", I went home later, and noticed that my video card had something that looked just like it on the back. So my question is: if I got one of these TV sets, and got a cable for S-video, can I use the TV as a monitor for my computer by using this port? Also, if I can, can I use a TV and a Monitor and have different screens on both? By the way, it is a Raven AGP w/16mb, it has the Banshee chipset, and it is made by Quantum 3D.

Yeah. That's all you need. Some video cards won't let the picture show on both monitor and TV. Others will. I don't know about the Raven.

To use a monitor and a TV, as you mentioned, you'll need a second videocard and one of these needs to have the TV out. In theory, this should work. No reason it wouldn't. Never tried so..

You may need to have a custom made S-Video cable. Only because they are usually sold in lengths less than 12ft. Mostly 6.
