I just installed a Rage 128 16M AGP card and was not able to find a refesh rate utility anywhere. There was ATI utilities available but no refresh rate util. Does anyone have any experience with this?

Right click the Desktop and use Windows' DisplayProperties/Settings/Advanced/Adapters.
There towards the bottom of the windows is the refresh settings.
If, for however, you are saying that choice is not there at all, the cause is your monitor has not been selected under the Monitor tab. Then again, if it is showing, try reselecting it.
The refresh rate choices will appear after reboot.
