how to edit/create monitor.inf

I have an old dual-scan Gateway monitor which refuses to sync with a new STB4400 card in 800x600 mode. I suspect it can't quite work where it used to, so I want to change the INF file to limit the sync rates, etc. Where can I find information on how to create a new file for it, or to edit the existing one? I've searched high and low to no avail.
