I have a p3 700@973 1.85V my max temp would be around 40ºC. I believe that with this peltier my processor will be around 15-20C at max. Would this be enough to get my processor over 1GHz at 1.9V

I have an alpha pep66 cooler with a delta 6800rpm fan 37cfm. How can I install this peltier usint this HSF?

Peltiers... These things are playing with fire, first off, so understand the risks before you jump in. The peltier will generate a lot of heat, so in addition to having a good heatsink/fan combination (which the alpha is fine for up to about 72 watts), you need good case ventilation. These things will turn your case into an oven. Second, you need to deal with condensation. The cold side will get cold, so you need to have a heat spreader (pref copper), and insulate anything on the cold side that isn't touching the core.
