Turn off the computer wait ten seconds and then hold the insert key while booting , this should boot it. What this does is reset the BIOS to default settings so you can boot it.
Maybe you have crossed two of the L1 bridges by accident, they are rather small. Erase them and try again if you think so, I had to give it a couple of trys to get it right.

Theres also the CCMOS jumper. What that does is clear the BIOS setting when 2 pins are shorted on the board (when its off). You then put the jumper back where it was after its cleared and then you boot again with default BIOS settings. If your trying to overclock, the CCMOS jumper is your friend.

You may need to raise the voltage to get it to boot. Make sure that both the multipier and vcore voltage are set to "user define" then try 8.5 multiplier and 1.7 volts. That is what is working for my 600 duron @ 850, and wont burn it up but will give you an idea if the pencil trick is working. I prefer the rear window defroster paint trick btw.

the ccmoss jumper is what i meant by flashing it,,, I have tried the insert button thing before and it only works when I set the FSB too high,,,but once I touch the multiplier even just to set it to 8 I have to discharge the cmoss. I have checked the L1 bridges it doesnt appear that any lines are touching but i'll try it again,,,its safe to erase the lines on the proc???

The insert key has always worked for me so far. I have had to do it several times to get it to work though.
You can erase the pencil marks you made with no problems.
Like Paul suggested up the voltage a bit to see if it boots.
You will get better performance by uping the fsb. I would start at 5.5x133 and go from there. If you can get it to run at 7.5x133 it would be sweet.
