For starters heres my setup:

FIC VL-601 66fsb Mobo (slot 1)
Pentium II -233
128M - 100 SDRAM/128M - 66 SDRAM
32M - 66 SDRAM
Maxtor 13.8G HD 7200RPM ATA66
Asus 3400 Riva TNT AGP 16M Ram TV In/Out
Creative Labs SB Live! Full
4x4x24 CD-RW

Now... Im tired of my p.o.s. system. Its slow. Its sad. Its a p.o.s.!!!
I wanna OverClock!
So checking my mobo manual, there are only 2 ways I can go about it, one in bios: Up the FSB/External CPU clock; and two on MoBo: Up the Mutiplier with jumpers.

When I changed the fsb/cpu in Bios from 66 to 76 and rebooted, it posted at 266 (a full 33 Increase!) but when I up the mutiplier (from 3.5 to 4 or 4.5) and reboot, it doesn't post a higher speed? Is it higher or not? how can I tell??

All Intel CPUs starting with the P2's have their multipliers locked. So you can change it to anything you want, but it won't affect anything. The only way to overclock them is to increase the front side bus, as you have done. So see how high she'll fly, and stop when she crashes.
