I live in Northren Canada i have all 7 sys in a unheated room off my main computer room and now that it is getting cold up here my sys's are all runing under 25c on cpu and 15 on mobo and as it gets colder here they will get even cooler
how cool is to cool as when it gets to 30 below outside it will be about 15 in the room that they are in will this harm them at all none of the outside elements can get into the room at all

You just have to pipe some of that outside air right over the processor and into the computer; you'd be set then.
all ready done that to all 7 sys 6 Athlon Classic's and one slot A Tbird and every one is at least 150 mhz's overclocked up to 350 mhz at the max hopeing to get a little more out of then as it gets colder up here

One thing I would be careful about. if the temp in the machine is too cool there is not enough heat to drive out the moisture and condensation could occur.

I don't think there is such thing as "too cool." I mean, people have used liquid nitrogen for hyper-extreme cooling, so I don't think 15 degrees is getting anywhere near dangerous.
I'd say that the only thing that you have to worry about would be temperature differences. As I'm sure you know from living up there, a cup "sweats" when you have ice in it on a hot day. On a cold day, it won't do that, because the temperature difference is not enough to create condensation. So just make sure that there are no drastic temperature differences within your computers and you'll be okay.
Oh, and congrats on those overclocks. I don't think I'd give up California sunshine either, but I love your snow up there. I went boarding in it last Winter, and it was like a big puffy marshmallow.

Techs is right. When you buy Peltiers, there is a warning about using software cooling. It says that hte CPU will get too cold, then condonsatin will occure, and when the CPU heats back up, it fries. So this problem is very real.

Actually with ambient temps that low, Static is more of a problem, as cold air is less likely to carry sufficient amounts of humidity from the outside.
