VIA has just released their new 4.0 AGP driver. Here's a good link:

http://www.reactorcritical.com/files/agp400.zip

I wish VIA would get around to things a little faster, as this file is internally dated 12-27-99, but not released until Feb '00. They did the same thing with their last AGP driver, ver 3.59, it wasn't released until over a month after it was wrote.

from that files readme.txt:

"This driver should be installed on a system with the AGP 4X/133 chipset,
VT82C597 or later, and others' chipsets will not be supported."

I know what the readme says, but I just installed it with my VIA MVP3 chipset with VT82C586B (Chipset Rev. 4, AGP Rev. 1), and it works fine for me. I used the turbo install function, and I know have Quake2 running at about 2-4 more frames per second, and my random crashes in Need for Speed 4 have finally quit.

All diagnotics test still have my system at AGP 2x and full sideband addressing. The file was set properly, and the registry was updated correctly. There is no indication that it will work for others, but it did for me.

Well, that's helpful info. Guess I'll give it a go also.

Tried it over here too (FIC VA-503+ v1.2a, K6-3/450 @475, Voodoo3/2000-AGP) and it's working ok. Few extra frames in Q3test, and Decsent3 is dead stable now...used to pop back to the desktop sometimes during a level change.
