You will more than likely have to increase your FSB (sometimes referred to as the 'bus speed'). Your CPU is most likely multiplier-locked.
CPUs derive their core speed from a multiple of the FSB - e.g. your P2 233 will be running at 3.5*66 (where 3.5 is the multiplier and 66MHz is the FSB). As the multiplier is locked, you can change it on the mobo, but the CPU will either ignore what you set, or boot up at something silly, like 66MHz!
So to OC your CPU, you will gave to increase the FSB - try using 75MHz to give 266. Then, if the mobo lets you and the system is stable, try a bit more.
Be aware that the PCI bus is a fraction of the FSB - in your case, it will be FSB/2 to give 33MHz (nominally). When you run outside of spec, you also overclock these buses and an FSB of 83MHz gives a PCI speed 41.5MHz - most components will be OK with this, but some (including the HDD) may throw a wobbly!
