First, do you have a web site account? If not, you can get a one from the following places for free:
www.angelfire.com (http://www.angelfire.com)
www.crosswinds.net (http://www.crosswinds.net)
www.geocities.com (http://www.geocities.com)
Then, using their upload interface, just upload the picture to your account. I like Angelfire for pic hosting, since they don't care about just archiving data. If you plan on an actual site later, then definitely try Crosswinds, as they offer much more freedom of use with no space restrictions.
Then using UBB, you can insert the picture into your post. The UBB code table is here:

Do not use a link to a pic hosted at a site other than yours. This is bandwidth stealing, plus can have certain copyright issues. It usually leads to a site complaining to Sysopt.com, which I'm sure they don't want to deal with. If you want to post a pic, host it yourself, or from a free web site like the ones I listed above.

To see how I did this, just click the little edit button on top of my post. It's the little paper and pencil pic. Then you can examine my use of UBB code.

Some suggestions:
Don't multiple post the same Topic in more than one forum - it makes troubleshooting any problem impossible, and it's frustrating when for someone trying to help you in one thread to see the same thread in another forum. Very confusing.
If you don't get a timely (timely being after a day or so) reply, do reply to your own thread to bring it to the top of the forum for better visibility, rather than posting a new topic on the same subject.
Choose the most appropriate forum, in your opinion, for your topic.
Don't type in CAPS - it's considered shouting.
Help others! If you have personal experience with someone's problem, help them out with what you know. If you're not sure about any info, state that. If you come across a site that can help them, post the link to it.
No swearing.
Be respectful of others, no flames, no disrespectfulness. Common courtesy goes a long way here.
Don't be afraid to ask questions - even if you think they're *stupid*. That's how we learn!

Give credit where credit is due. Post links to back up your information, if possible.

Don't post Images from other sites - like RobRich said, this is bandwidth stealing. Upload to your site first, or just post the URL to the image.

MTP, all the angelfire pics are working just fine for me. Your situation sounds weird, as I've been using Angelfire for pic hosting for several months now.
