Help with o/c celery 400

Help with this POS. The best I can get is 500MHz out of this thing. I have tried setting hard drive PIO modes from 0 to auto and volts from 2.0 to 2.4 I just can't set FSB to 100MHz. system temp 27 degrees c and cpu temp 29 degrees c. I know its not heat. win98se will not boot norm of safe modes. get to splash screen and stops. will boot to dos every time System specs as follows:

The Cel400 is not a sure thing at 600mhz.If your board supports 90 or 95 fsb try that. Also what is your cooling setup for the cpu?
Thermal paste or or tape? Check the slug with a straight edge,if it is'nt flat you may want to try lapping the chip.
