Well, most people prefer Frontpage (including my wife)but I would like to suggest the following softwares for web design:
(1) Web Business Builder (Insi) It is simple and you can design a web site with database support in a couple of hours;
(2) Web Studio. One of the most affordable programs in the market. It is very similar to MIcrosoft Frontpage;
(3) Hot Metal It is really a very simple HTML editor but very powerful for those who love the HTML language;
(4) HOt Dog Pro. It was one of the first and it keeps its simplicity. You will love it;
(5) Claris Works 4.0 includes an excellent web page editor;
All these programs work like a word processor and have good cut and paste features. Price is excellent, about $29.00. To enhance your web page you can use Painter, Corel Draw or even Photoshop. You will find a lot of info at Laura Lemay's webpage.
There are a number of great HMTL editors out there (I prefer notepad though ;-))
HTML Editors:
1.Microsoft Frontpage...if you know the other MS products you can use this.
2. Macromedia's Dreamweaver...I've used this briefly, seems pretty intuitive.
those are the ones that I have tried personally.
as far as making images (like the one you mention on the wingate site), you will need an image creation software.
Adobe Photoshop..The be all end all mack daddy...to get great images this (IMHO) is the only one to use.
Anyway, hope this helps.

I found a good *free* program for making buttons is buttonz&tilz. I think you can pick it up at www.nonags.com . Good luck
Check out Adobe ImageStyler. You can download a free trial at www.adobe.com (http://www.adobe.com)
I think that it is one of the best out there.
Not as hard to learn a Photoshop but a simular interface. Not cheap but worth it if you do alot of web grafics.
Good Luck....
