Athlon overclocking chip?

Hey I keep seeing a sort of add-on card-chip thing for sale on ebay that the sellers claim will allow you to push higher-end Athlons like the 800-850 past 1 gigahertz. Whats the deal with this? Apparently you plug it into some holes on the top of the Athlon, and it changes some internal voltage settings. Has anyone here had any experience(s) with this thing?
