modem problem

Ok I know this is not the modem problem subject forum but just have pity on my...I'm desperate!

I've just install an AZtech 56k modem
I manage to lock in only one time and when I lock out I cannot lock in again, it'll say no dial tone detected wif error 680?
I plug my cable to my phone and theres dial tone. when I try to detect my modem in control panel it'll say comm port in use.

I'm running win 98 SE
