please help, my neighbor has a old macintosh
and it has a external modem, but no operating
system on it, plus it doesn't have any kind of dial-up to get on the internet... it doesn't have a cd-rom, just a floppy. Is there any windows 3.1 on floppy that can be
put on this older computer? And is there a web-site that sales windows 3.1 on floppies cheap... its not my computer, its my daughter's friends...and I just want to help.

I am not aware of Windows for Macs.

Forget Windows on a Mac! Macs have their own O/S and i believe you can download the earlier versions from the Apple website. You would have to download one onto a computer (preferably another Mac, though there are PC conversion programs) connected to the Internet and then transfer it onto floppies. The floppies must be formatted for a Mac, not a PC, and if your friend's Mac is very old, they would probably be the smaller 700K (?) size.
