Case temp. Whats to high?

I'm running a 366 celeron at 417mhz no problems during winter but now that we're getting days in the 40's it doesn't seem to like it much.

Case temp is getting up to about 38ish is this to high? If so how the heck am i going to get round it?

Problem's i'm getting is sound card giving static during play(Awe64 ISA) and occasional lockup during games.

What kind of case/cpu cooling do you have? Also,shutdown your 'puter, remove the sound card,clean the contacts and reinstall.While your at it,if there's dust in your case and fan blades,clean them too....DawgTuff.
