What do you think would have the best perfomance, a P3 450 @ 580 with a L2 cache latency of 1 or a P3 450 @ 621 with the L2 cache off?

Keep your L2 cache enabled. Definately.

If you're not sure, just time the time your comp takes to boot at both settings. Without L2 will take a nice while longer.
