I Have The AMD K6-2/400,And I Have It At 450mhz Right Now At 2.5 Volts.Is This Safe?And How Long Should I Burn it It At This Speed Before I Try 500mhz?Or Should I Even Try?

Bryan, after the trouble you've had getting it stable, I'd leave it there for at least a week or two to let it stabilize completely.
Run your most CPU intense apps and games.

Meanwhile, try to find out what's wrong with that peltier. Weird that it'll o/c better without it!
