Not enough memory ?

Hi, I just want to know, I have 64mb ram, when i start win98, i only have 32mb free, when i run Netbeans, my memory usage grows to 120 mb ! Isn't there an alternative way to installing LiteStep or 98Lite just to save some memory at startup ? I do have Visual Basic 6 and MSOffice installed, as well as some other software, but they aren't all loaded at startup !
