I am not looking to rip open my PII case, but I will remove the retail fan/heatsink combo. I am interested in finding a heatsink and fan that would fit this exact spot on the heatplate, while giving me a much cooler situation. Thanks in advance for your reply!!

Depending on the PII, the VEK12 or VEK16 from Global Win are the ultimate fan/heatsink combo. The only fan driven cooling solution better is an ALPHA heatsink, which are a pain to get/install as they are sort of a custom mail order product.
Also, make sure you use a thermal grease/compuound. They make a big difference.

I got an ALPHA P60120SB with 2 fans and my Celery 300A runs 504 MHz @ 2.3 volts.
After I "burn in" running the RC5 client software for a few weeks/months, then I should be able to drop the voltage way down.

Dominus pretty much summed it up. The VEK12 is the best/easiest solution, as it clips on just as the retail fan does.
The Alpha is the best/performance solution, but you best make sure you have room and a way to retain it after installation.

Ok, I have a stupid question: How does the Global Win VEK12's heatsink attach to the P2's heat plate? Are there screws included that model the holes on this Intel heatplate? Let me know, I don't think I have the room/retention/money to spend on the Alpha. By the by, where is the cheapest place I can get the VEK12? I've seen it for ~$20, anywhere have a better price?

The VEK12 fits on via clips on the heatsink that fit into the slots on the back panel (heatplate) of the P2. Might need to use a screwdriver to get a really snug fit. You'll also probably have to remove the heatsink support clips from your mobo; I had to. Otherwise its easy. No screws involved.
Make sure you get some thermal grease/compound! It's important!
