Bill's stepping down will change nothing.
He has lead the Us govt down the road he wants. He has convinced them that breaking up Microsoft is bad, but he has never mentioned open source code (or other options). Since the US thinks the break up is bad, that is what is probably going to happen.
Things that are not good...
Microsoft had a reorg that makes breaking up the company easier
Bill gates steps down as CEO, but is still chairman of the board, and CSA
When The split happens he will become CEO of one of the new companies, and business will resume as usual.
The resulting under the counter dealing that will ensue can been seen in the US history books, under Industrial Revolution
