whats up with my dram timing

I have a amdk6 350 clocked to 400 and a ep-58mvp3c-m mb everything works fine except for the first boot in the morning it does a memory count then boots again and again etc etc. when i go in to bios change dram timing from 60ns to turbo it works fine.after a minite i go back change to 60ns everything workes fine.also using two 32 meg sticks of pc100 memory and windows 98 so whats up !!!
pschips at 2.3v wont work at2.2 and did'nt bother to try other other timing settings thanks.
