Whenever I click on shut-down. The computer acts like it wants to shut-down. But the screen just goes black. Can hear the fan going but doesn't shut down.

Have you installed the shutdown patches from Microsoft?

Which OS? Also need some system specs.

When this happens, is there a cursor on the top-left of the screen?

Did it act differently before?
Because some PCs willn't just shut down them selfs you have to turn them off with the power switch on the case
