Convert .mpeg to .gif?

Is there any way to convert .mpeg files to .gif files? Thanks in advance!!!

Open the picture in an image editor such as Painshop, then "save as" any format you like.
There are a bunch of good freeware and shareware proggys around. Check at http://members.cnx.net/reboot in the Graphics Viewers section for lots of downloads.
