Of course double check all connections.
Take out all cards except vid
Try to isolate the problem.
Non-booting machines can sometimes be a pain.

Motherboard Troubleshooting Steps:
Please check the following (especially number 8 as the CMOS jumpers on many motherboards are in the "clear" position when shipped from the factory):
1) Make sure that your power supply is set to 115V (you may need to toggle the switch back and forth)
2) Make sure that the floppy drive cable is not in backwards (red end of the ribbon cable towards pin #1 on the MB and floppy drive (pin #1 on the drive is usually the one towards the power plug in's) - also check the power plug in on the floppy drive.
3) Make sure that the IDE cable is not in backwards (same as floppy drive).
4) Make sure that there are at least 2 SIMMS installed in the same memory bank (non-parity -- or 1 DIMM installed)
5) Make sure that motherboard power cables are plugged in (black wires facing each other in the middle if using the AT power connector, or if using the ATX power connector, make sure that it is connected and that the soft power switch is connected (on ATX connection, you first need to turn on the main power, and then turn on the soft power switch to boot up the system).
6) Make sure that the AGP card is FIRMLY set in the socket, and bracketed down (they are notorious for popping out of the slot) if the motherboard has an AGP video card.
7) Make sure that the BIOS chip is firmly seated (push it down), and that the monitor is plugged into the cable...
8) Make sure that the CMOS jumper is set to NORMAL and not CLEAR CMOS (it does need to be set to clear CMOS on the initial boot for a few seconds on most motherboards, but then needs to be set back to Normal)
9) Make sure that the Pentium II or Celeron CPU is FIRMLY seated in the CPU slot. (if it is a Pentium II motherboard)
10) Also, try different RAM and/or a CPU on the system (if available)...

Try to test everything outside the case too as it could be that the motherboard it's shorting.!

Check the screw holes in the mobo.
If there are little dots of solder around them, then(AFAIK)those are OK to ground to the chassis.
If the screw hole is brown or whatever color the motherboard material is made from, them make sure that hole is NOT grounded to the chassis.
I think most modern mobo's all have grounded mounting holes, might be wrong though.
Did you use the "Stand-Off's" that came w/the case.
Those push the mobo up about 1/4" to keep the back from touching the case.
In the case screw kit, is a few little threaded spacers.
One end is male threads, the other is female threads.
Those are to be used in place of screws to keep from pushing the mobo towards the back plate.
Look for press in tabs on the case touching also, loose, lost screws, any metal debris.
The RAM is always my first guess, if you're using multiple sticks, remove all but one, then swap for another one.
Is the Power Supply snapped ALL the way down.
I'm just shooting in the dark here, don't think I'm trying to talk down to ya, just wanna cover all the bases.

Still just have to replace the cpu, but i did not take off the thermal stuff on the heatsink so the thermal stuff is still on the cpu. I have no idea how to take that off. I dont know what to use. I know rubbing alcohol and a lint free towel. What is lint free material. I know what lint free means but not a material.

Ok i just built my new pc and I cant get it to post. I have a ECS D6VAA mobo and 800 piii. When I turn it on the cpu does not get hot, no beeps, nothing on the screen, and no hard scan. (Hard drive looking for info)
Please Please Help my duallies.

I switched the processors and still nothing happened. I dont think it is my power supply because I have a seventeam 300blv power supply. what could it be? Just mobo and ram?

Do any of the LED lights come on? If so does it show any errors? Different combination of lights on should show if there are any errors that the motherboard can detect and let you know about it. Check your manual for more specifics.

I installed different ram and it did not do anything. The HD light comes on and then it turns off. I am using a PCI video card should I change it to a agp? Could it be the HD?

One simple thing to check..
If the PS-2 Mouse plug is NOT all the way in, but a few connections are made, then the machine will do absolutely NOTHING..
No beeps, video or anything.
Customer picked up one problematic unit(kid induced)to take it home.
Hour later a phone call
"This GD thing won't boot-up"
Next day, he sheepishly told me of the fix.
Hope yours is simple.

Does your ECS mobo have integrated ports or video.
The unit I have with a ECS mobo, has poor documentation.
It's an older PII unit, but the video connector is NOT marked to orientation.
Mine would not boot, a swap of the VGA plug solved it.
Make sure any of the other mobo plugs are not reversed,, I know, check them AGAIN.

You may also try booting up with only one processor. It must be in CPU1 Socket.

Ok my mobo does not have video onboard. It is a socket 370. I am also only using one CPU.

Did you clear the CMOS with JP1 and check the connections on PANEL 1. Does the system power up momentarily and then shut down?

Have you tried booting up from a floppy disk.
Does the power supply fan come on when you power up?
Is this a new processor?
I had a case where a PC wouldn't powerup and it turned out to be a bad processor!

AHHHHHHHHHHH!!!!!!! I still cant get it to work. I just tried starting the mobo outside of the case and it did not work.

After you try a different P/S and THAT doesn't work, then it will be time to RMA the motherboard. I would suggest, however, that you confirm that all periperal components you are attempting to use with this mobo work fine in another machine.
