Low Resources

I have an HP Pavilion, with 500 mhz celeron, running win98SE. Ever since new, my resources indicate dangerously low. But my system rarely crashes. If I have say, 3 apps open, my resources go down to about 50%. Ive even been down as low as 40%. I've went in and disabled startup apps, only bare bones running in the background. If I open winboost gold program, my resources plummet, from 88%, to 40%... I have 192 megs ram.
