On installing win98 to 3 Motherboards,
I have hit the same problem, although the
boards are all different types with
different chipsets:

EPOX EP-8KTA : VIA KT133,AC97 Codec
PC Chips M810LMR : SiS, AC97 Codec
Intel : Sis 5597/5598, ESS 1867

Athough I have the original drivers
for the boards and sound is working,
the sound level is minimal even after
increasing Windows Volume levels to max.

Is it me or have I just got duff sound
chips on board.

If I disable the onboard sound and insert
a S/Card, sound levels are fine!!!

Advice please!!

Thou shalt not purchase a motherboard with anything "onboard"!

Offhand, I've had the same problem w/on-board sound chips using W95 & an Sis5597 chipset. All I can suggest is try d/loading & installing the latest drivers for these sound-chips from the particular mobo or chipset websites.

You might consider getting a sound card and disabling the onboard sound .....it seems to me that if you are using onboard sound that the quality of sound is of no great matter to you .....you can purchase a sb512 soundblaster for as little as 40.00 and will improve your sound significantly .....I hope that you find no offence in this reply as I have done just what I suggested to you .....

I've had this happen to me and the solution was different speakers. With my el-cheapo $10 Labtec's that I keep around for general use and testing, the sound was almost nil. When I plugged in my daughter's surround sound speakers (forget the model just now), the problem went away. Since the PC went to her, I considered the problem solved.

I also got good sound if I plugged the speaker out jack into a small stereo system I have nearby. So it has something to do with the signal level coming out of the sound "card".
