I was given a Pentium 133 to experiment with.
It has Award BIOS. When booting up, it sees the HDD and the CDROM. As it continues on, it starts to initialize the PNP cards. It lists a network card and the sound card. At that point, it goes no farther. It does not get to "starting windows 95". I'm not sure if BIOS can cause this?

Sounds like the BIOS isn't finishing. Go into the BIOS setup (often the del key), & just simply save the settings & reboot. If no joy, try it again & choose the "default" or "optimal" settings -- you might have to change a settings or two to suit your particular hardware also -- then save & reboot.
