Cant format my hdd for some reason??? please advise

Hosed my win me install, it asked me to run setup, it wont since I cant get past an error message of shlwapi.dll. I also cant boot from an emergency start disk or a maxblast disk to re-format and wont run in safe mode, the error message seems to be adobe related or paperport? which I dont have installed, I have system restore dis-abled so thats not an option.
Can anyone provide me information on what to try next???

Make sure that you have the floppy drive A: set as the first boot device in your cmos setups.

This should allow you to boot from floppy. Assuming its not a fault.
