Whenever I try to access Desktop Themes it works, but when I try to apply it gives me
a fatal error. this has happened before i
reinstalled by operating system. is there
a fix for this?

I have seen this happen with Win95 and Desktop Themes after installing Office 97..there is a patch on the Office disk to replace the themes.exe ....don't know if this describes your situation.......

Does the fatal error ocurrs when you try to apply a Theme? I mean you can load themes on the Desktop Theme control panel, but you can't apply them right? Or when you try to load the Desktop Themes control panel?

This is due to a file or files used by the program that had been either replaced by an older one, deleted or corrupted.

Check this files: comdlg32.dll, advapi32.dll, comctl32.dll, winmm.dll and mpr.dll. You can download some of the files here:

download the "required controls" and it may fix your problem.

and I am running on Windows 98 (not version 2)

and I have Microsoft Office, I think origonal version because it loads on like 28 floppys and doesnt have the date on it...

Is a damaged, out-dated, erased file. I had the exact same error and it was fixed by replacing the files with new ones. Just download the files I told you and it should be fixed.

Start, Programs, Accessories, System Tools, System Information.
Tools, Version Conflict Manager. If there are any files that have been replaced with earlier versions of themselves, they show up here, and offer to let you install the "newer" ones. When done here, click on the "X" to close.

Then click on tool, system file checker. Select scan for altered files. Follow the prompts.

Finally, close that. Then click on tools, registry checker. If that finds no problems, then your WinDOZE is most likely cool.

Did you try the new startup disk yet?

Long Winded Microsoft KB Article! (http://support.microsoft.com/support/kb/articles/Q156/3/12.asp)

Check the version# on your themes.exe, I have ver 4.40.500 but have win-98se on this computer. If you need help post back, I would hate to have you search 28 floppies for this fix.
