i go to start, then shut down. i select shut down, and click ok. but instead of shutting down, it just restarts. like it would if i selected restart
this isn't really serious, but it's annoying

Hi AW, press start>run and then type msconfig and press o.k. Then when that starts up go to general and then advanced and enable fast shutdown.

This will solve the problem if you are using win 98 if you are not then tell me which operating system you are using and I will give you the fix.

I think he meant to disable it. Give it a little more time to shut down and that might solve your problem.

I am sorry for the confusion, it is late, I am in the U.K and it is 3:30 in the morning.

Yes I meant for you to disable the fast shutdown.

Sorry again, hope it helps.
