No,I don't think so. I recently got PGP and I seem to remember something about the exchange of public encryption keys for distribution in a server type setting but you would still need the software along with your private key to decrypt I'm not 100%certain about that I'll have to read it again. However, I do beleive that I have the general idea.

My boss wanted an encryption software and I got him PGP. The only thing I can't figure out is: Can you send encrypted email via PGP (version 5.5) to someone who doesn't have PGP? Thanks for your help@

The way the two key system works (at least the way I remember it from school).
If I want to send a message to daveleau. I get his public key. I use his public key to encrypt my message. He uses his private key to decrypt. This allows me to create a message that is for daveleau's eyes only.
So the answer to your question is no. You cannot encrypt messages without a public key.
