Your first upgrade to this system - if it will take it (810 or 820 series intel chipset )- is to replace the SDRAM with RDRAM - your SDRAM clock speed is only 133 - whereas the RDRAM can run as high as 800mhz clock speed.....
It's much more expensive RAM - but it does make a difference.
Next - that hard drive - what's the speed on that and what cache is it running?
If it isn't a 7200 with at least 2 MB of RAM onboard - you might think about trading it for something faster - even smaller....
You might also look at getting a SCSI card - or a PROMISE IDE card - 3 hot swap drive bays and three fast drives - then set your hard drive array up for RAID 5 so you never have to worry about back-up tapes or hard drive failures. This will also increase your speed.
Next - if you are somewhat PC literate and know how to keep a system clean from a software point of view - turn off almost all of the automated WINME house-keeping functions to free up that processor for your stuff.
next - add a case fan to keep that CPU cooler -
next - make sure that the CPU heat sink has a micro-thin layer of therma-plast in there to better conduct heat from the processor to the heat sink. careful not to void your warranty here.
next - you can open the case and make sure none of the power and ribbon cables obstruct the air-flow through the case - buying a small number of cable ties can extend the life of a system. Ribbon cables don't have to be kept flat - you can bunch them up or "round" them as long as you don't break the cable.
Next - tell us what your motherboard is on that thing - then we could possibly offer you some other tweaks -
Otherwise - keep an eye out for winME service packs on-line and look for driver updates.
