Could be a PSU problem. Try taking everything out of your system. Just leave the Mobo, CPU, RAM, Video Card, HD and CD-Rom. Then see if it works.

One other thing!

Make sure all cards, ram, cpu are connectors are firmly placed!

You may have dislodged something when you installed the CD-Rom.

Is it with all CD's or just particular ones?
Do you give the cd time enough to spin down (as in settle) before trying to read it?
Can you even hear it spinning?

Is your CPU overclocked? This occasionally happens with mine. Sometimes my CDRW is there, sometimes not. If I "de-overclock" it's always there.

Have you tried powering down the PC, waiting about a minute, and trying it again? If you have another CD-rom, try putting it in there to see if it will work.
