C D Rom drive

I fdisked and formatted hard drive to install
Windows 98(Original).When using Win98 Startup Disk,setup will not initialize because the CD Rom Drive cannot be recognized.My floppy is drive A;Hard drive is
drive C and CD Rom is Drive D. Startup disk is installing diagnostics to drive D and MSCDEX to drive E.When I type setup I get drive E not read or ready. Any ideas?

CD Rom worked fine before fdisk and format.
CD Rom is a Toshiba 8X mfg in 1996.
